Sealed Bid RFP: Electrical Code Compliance and Grounding Repairs for Raleigh Public Housing Residential Units

NOTICE TO BIDDERS

Pursuant to the General Statutes of North Carolina, Section 143-128 et. seq., sealed bids are invited and will be received by the Housing Authority of the City of Raleigh at the Authority’s 2nd Floor Conference Room, 900 Haynes Street, Raleigh, NC 27604, until 3:00 p.m. on July 11, 2025, at which time they will be publicly opened and read aloud.

The bids shall provide pricing for furnishing all necessary equipment, materials, labor, related services, permit fees, and compliance with all applicable Federal (EPA, OSHA, HUD), State, and Local regulations for the following:

 

Base Bid (Lump Sum)

The Raleigh Housing Authority (RHA) is soliciting sealed bid proposals from licensed and qualified electrical contractors to perform targeted electrical system updates at multiple RHA-managed residential properties. The scope of work includes addressing safety deficiencies, improving code compliance, and aligning with HUD’s GFCI requirements and the National Electrical Code (NEC).

Project Description:
The project consists of inspection, repair, and/or replacement of electrical components in 328 public housing units. Work includes, but is not limited to:

  • Installation or replacement of GFCI outlets
  • Labeling of electrical panels
  • Replacement of overcurrent protection devices
  • Repair of exposed wiring
  • Ensuring electrical panel accessibility per code

Contractors will be responsible for all labor, materials, tools, permits, testing, and documentation.

  • Document Availability: Beginning June 30, 2025, bid packages may be obtained from the Raleigh Housing Authority’s Office Complex, 900 Haynes Street, Raleigh, NC 27604.

Bid Submission Requirements

  • Bids must be accompanied by a cash deposit, cashier’s check, or certified check on a bank or trust company insured by the FDIC, authorized to do business in North Carolina, in an amount equal to 5% of the bid amount; or a 5% bid bond issued by a corporate surety licensed in North Carolina.
  • The bidder must include completed Minority- or Women-Owned Subcontractor Documentation Form(s) regardless of the bid amount. Failure to do so may result in the bid being considered non-responsive and invalid.

Additional Information

  • RHA reserves the right to reject any and all bids, to waive informalities, and to make multiple awards in the best interest of the Authority.
