Resident Redevelopment Resources
Heritage Park: The Real Estate Development team submitted a rezoning application in June, requesting a change in zoning designation from RX-3 (Residential Mixed Use) to DX-12 (Downtown Mixed Use). Staff submitted a 9% LIHTC application and are planning a 4% submission in September. Block 1 is targeted for a 4Q 2026 closing date.
Scattered Sites: RHA Real Estate Development team members held a second set of community meetings for Scattered Sites residents on June 10 and 11. Additional resident engagement events are planned, and we expect to submit for a disposition application late summer/early fall.
Halifax Ballfield: RFP release for developers pre-qualified under our RFQ will be out soon. RHA’s focus is on industrialized construction (e.g. modular housing) and non-LIHTC financing options for developing affordable housing. Read more about the RFQ here.
RHA plans to reposition all existing public housing developments, committing to at least a one-for-one replacement. Our future plans include an increase of at least 2,000 affordable units. RHA will include mixed use spaces where feasible, offering residents a greater range of opportunities within and creating healthy, vibrant, walkable, thriving communities.
1) Housing. Address the growing need in Raleigh for housing, especially quality affordable housing.
2) Walkable. Include a range of accessible amenities, services and spaces activated and supported by residents and visitors.
3) Connected. Residents will be physically, socially, economically and digitally connected to the broader community.
4) Diverse. The community will reflect broad economic, cultural and social diversity.
5) Safe. All households will feel safe in and outside of their homes.
