NSPIRE Information

National Standards for the Physical Inspection of Real Estate (NSPIRE)

In efforts to keep our partners informed, the Raleigh Housing Authority is pleased to announce the incorporation of a new nationwide physical inspection model called NSPIRE (National Standards for the Physical Inspection of Real Estate).   Housing Quality Standards (HQS) will remain the term used for the overall inspection.

Deficiencies Descriptions

A deficiency is a defect or condition cited in an NSPIRE inspection when there is an inspectable item that is observed to be missing, flawed, improperly located, or not functioning as designed. Deficiencies are classified into four categories of deficiency type and are based on severity and location. The deficiency definitions specify what must be recorded for a given deficiency:

  • Life Threatening / 24 hour Deficiency
  • Severe
  • Moderate
  • Low

Units participating in the Housing Choice Voucher (HCV) programs do not receive a numerical score for NSPIRE physical inspections. Deficiencies are indicated only as pass or fail. Depending on the deficiency type, indicators that fail must be corrected per the HCV Corrective timeframe listed in each NSPIRE Standard.

Life-Threatening Deficiencies

Per NSPIRE HQS, the definition of life-threatening is “deficiencies that, if evident in the home or on the property, present a high risk of death or severe illness or injury to the resident.”

A unit inspection that fails with a life-threatening deficiency requires a 24-hour correction regardless of whether the repair needed is the tenant’s or landlord’s responsibility.   The 24-hour repair only applies to life-threatening deficiencies; any other failed item will have a different repair window.
