Federal Government Shutdown – Impacts on RHA Operations
The Raleigh Housing Authority (RHA) is not a federal agency—the federal government cannot furlough or lay off any staff for any reason. However, we receive federal funding for our programs through the U.S. Department of Housing and Urban Development (HUD). The federal government shutdown at midnight on October 1, 2025, and has yet to reopen.
RHA is monitoring HUD communications and funding updates closely. We will prepare contingency plans for potential funding delays in early 2026 and continue regular program operations, maintaining communication with local partners and landlords through website updates and direct messages.
Here’s what you need to know:
- RHA programs and services are currently operating as normal. Both our public housing and Housing Choice Voucher (HCV) / Section 8 programs are funded through the end of December 2025. The federal shutdown has not impacted our services at this time.
- Residents of public housing should continue pay rent as indicated on current leases.
- HCV Landlords will continue to receive Housing Assistance Payments (HAP) for November and December. Even if HAP payments are temporarily paused after December 31 because of the shutdown, landlords cannot require their HCV tenants to pay more rent, and HCV tenants must continue to pay their portion of rent.
- Social Security and other benefit payments are continuing. Social Security, Medicare, Medicaid, VA benefits and WIC will continue payments during the federal shutdown. SNAP benefits are expected to continue; however, they will only be partial payments and subject to a delay. Visit NC DHHS’s website for current information. - RHA will ensure housing and service continuity to those whom we serve. RHA provides housing to more than 6,000 households in Raleigh and surrounding areas. Our primary goal is to offer housing stability for our residents and voucher tenants. All programs are being implemented without interruption at this time. We will continue to monitor federal funding and policy, and we will post any updates to our website.
