Since its inception in 1938, the Raleigh Housing Authority (RHA) has become one of the largest providers of affordable housing in Wake County. Currently, RHA owns and manages nearly 2,000 affordable housing units and administers more than 4,000 Housing Choice (Section 8) Vouchers. The occupancy rate for public housing averages 99% and the voucher program is 101% utilized.*

RHA has a nine-member Board of Commissioners that provides oversight for the Authority. Under HUD’s report card called the Public Housing Assessment System, RHA has been consistently rated as a “High Performer.”

Raleigh Housing Authority’s 2024 Strategic Plan lays out the organization’s strategy for improving the lives of employees and our customers, increasing affordable housing development, and reaching our goals for equitable, inclusive communities. The five strategic goals put forth in the plan present our vision of what RHA hopes to accomplish, our objectives for how we will reach those goals, and the strategies for achieving success.

The Raleigh Housing Authority launched an effort in 2023 to survey Housing Choice Voucher holders, landlords and internal staff to request feedback on our operations. We have used this information to make significant improvements, and we will continue to issue surveys annually to increase communication and engage our audiences. Below are the results:
